Job Description:
JP Morgan’s Oversight and Control Group are responsible for setting standards and providing the tools and infrastructure that ensures the Corporate and Investment Bank has a seamless front to back control environment deployed in mitigation of the Business’ inherent operating risks.
 
The Banking Business Control Officer (‘BCO’) (Treasury Service Governance & Projects) will report to the Global Treasury Services Governance & Projects lead, and partner with all Treasury Services BCOs globally. The Banking BCO function is responsible for the End to End Control environment, partnering with Legal, Compliance, Product Control, Risk, Technology, Operations and Audit functions aligned to and supporting that Business.
 
The Banking BCO (Treasury Service Governance & Projects) will work with the BCOs and the wider business to establish, drive and optimise control governance and establish and maintain mechanisms that identify and quantify operational control risk.  This role will be responsible for management of the Global Treasury Services Control Committee (BCC) as well as ensuring consistency in coverage of the supporting Regional and Product Control Forums across Global Treasury Services. In addition, this individual will lead the Risk Control Self Assessment (RCSA) process for Treasury Services, partnering with the Banking RCSA team and Global Treasury Services BCO team.  Other responsibilities will include oversight of the NA Risk Event Governance Group and other control initiatives that are impacting Treasury Services. 
 
 
On a day to day basis the Banking BCO (Treasury Service Governance & Projects) will be responsible for:
 
  • Key Governance forums
    • Building relationships across the Treasury Services Business, where suitable, to drive the Controls agenda through Governance
    • Business Control Committees (BCCs) / Regional Risk and Control Forum (RCFs)
  • Define, suggest and identify the agenda and determine meeting materials
  • Partner with business and/or Regional BCO teams front to back to source suitable, quality updates, review & challenge materials and extract risks & Issues. 
  • Driving consistency and leveraging central materials for other Controls forums
  • Identifying Control and risk items, challenging the business and Control Officers.
    • North America Risk Event Governance Meeting
    • Establish agenda for and lead weekly risk event governance meeting
    • Produce weekly material, utilizing information provided by central Banking Governance team
    • Work with Global Banking Project team to analyse issue trends
 
  • Risk Control Self Assessment Lead
    • Overseeing Global Treasury Services RCSA Program
    • Communicate and drive RCSA Program Deliverables / Milestones across TS business.  
    • Aggregate and Analyse RCSA Results
    • Produce reporting to oversee compliance with all aspects of the assessment lifecycle, including Control Substantiation, Issue and Action Plan Standards
    • Administer Phoenix / Force Application – Manage reference data such as hierarchies, controls, approvers, etc.
       
  • Driving Business Value though Reporting and Analysis
    • Partnering with the Global Treasury Services functional & Business Leads to increase transparency of value to the business
    • Work with both the Global Banking Governance Business Control Officer and the Global Treasury Services BCO team to update and refine metrics for Global Treasury Services.
    • Leading and demonstrating value to the business though high quality materials, analysis and challenge.  Including risk and issues identification and full, informed and valuable insight and information.
    • Run Tactical reporting / Analytics to drive agenda forward, whilst ensuring strategic plans in place to replace tactical work.
    • Produce, present and maintain senior materials giving clear insight into the current risk posture of the business
    • Support Deep dive of errors and risk events to ensure all control gaps are highlighted and appropriate actions taken.
  • Must Haves
    • Experienced Associate, self-starter, independent worker with strong ability to multi-task in a fast paced and changing environment
    • Minimum of 3 years experience in CAO, Corporate or the Business
    • Demonstrate solid understanding of Treasury Services and/or Banking Business and products
    • Advanced MS Excel and MS PowerPoint skills
    • Strong Business Analysis skills
    • Strong technical knowledge and ability
    • Excellent written and verbal communications skills; comfortable interacting with cross-LOB partners
    • Excellent Project Management skills
    • Advanced organizational and follow through skills; very detail oriented
    • Strong focus on delivery and results oriented
    • Ability to streamline work processes, eliminating steps that do not add value
