Job Description:
This is an existing position for the Global Real Estate, Critical Systems, Environmental Department.  Incumbent is responsible to establish, communicate, interpret and enforce policies, and procedures with the direct objective to minimize environmental liability and maintain environmental compliance at all physical properties of JPMC and tenant areas of Corporate owned and/or leased facilities under the direction of JPMC GRE Asset Management.
This position may include but is not limited to the following responsibilities;
  • Direct Report to Regional Property Asset Manager and Global Report to Environmental Department Manager, incumbent is responsible to establish, communicate, interpret and enforce policies and procedures to minimize environmental liability.
  • Ensure compliance with Secretariat of Environment and Sustainable Development of the Nation, Provincial Agency for Sustainable Development, and Authority of Cuenca Matanza Riachuelo  
  • Ensure compliance with Section 41 of the National Constitution, as it relates to preservation of the environment and natural resources.
  • Ensure compliance with environmental statues, regulations, and enforcement sanctions by the Secretariat of Environment and Sustainable Development, Provincial Ministry of Sustainable, and Water Authority of the Province of Buenos Aires.
  • Acknowledge and prepare timely written responses for sanctions or penalties for environmental violations
  • Ensure compliance with Medical and Occupational Hygiene and Safety Services.  For the purposes of compliance with article 5 a) of Law No. 19.587.
  • Ensure compliance with Accidental Spill and Releases (Section 14 of Decree No. 831/93, hazardous materials) subject to requirements of Law No. 24,051 and 30 Day reporting notification.
  • Ensure compliance with Accidental Spill and Releases of combustible fuels from USTs governed by Resolution No. 404/94, Pursuant to Section 5 of Annex II of the resolution.
  • Perform review of third party facility management team compliance with combustible fuel storage tanks Resolution No. 785/05 for tank inspection and operation requirements.
  • Provide project management for selected in-house assessment/remediation projects;
  • Provide compliance with Province of Buenos Aires, Resolution No. 1,200/00 reporting requirements to report incidents that threaten the environment within 12 hours of their occurrence.
  • Conduct oversight of Chase and contract facility services providers;
  • Research and analyze complex environmental issues for updating and calibrating Chase Environmental policies and Risk Tolerance;
  • Approve vendor Scope of Work (SOW) for environmental testing and remediation projects to include; Asbestos, UST/AST installation or removal, mold, PCBs, spills/releases, Indoor Air Quality testing, Water Treatment Testing (legionella), Air emissions, property Due Diligence and other environmental regulated tasks.
  • Review Service provider environmental permit compliance
    • Operation of environmentally sensitive facilities
    • Use of water from public sources
    • Discharge of liquid effluents
    • Discharge of gaseous emissions
    • Installation and operation of fuel tanks
    • Use of high-pressure equipment
  • Ensure compliance with waste regulations for hazardous, industrial,  pathogenic  and electronic waste Laws (24,051, 25, 612) 
  • University Graduate (U.S. Bachelor of Science degree equivalent) in an Environmental and Hygiene and Work Safety discipline (e.g., geology, environmental/civil/chemical engineering, geochemistry, toxicology, environmental science, chemistry, etc.). A post-graduate degree is desired, but not required.
  • Any Country Required Professional Certification, Licensure, and/or Permit to perform required work tasks
12+ years, with the following:
  • Oversight Environmental project management (i.e. tanks, asbestos, soil/groundwater contamination, etc.);
  • Underground storage tank decommissioning, assessment, remediation and closure projects;
  • Asbestos survey, abatement and clearance projects;
  • Analysis of complex site issues, including:
    • Federal and Province regulatory compliance issues; and
    • Preparation/review of technical reports;
  • Effective communications with multidisciplinary professionals (Legal, Engineering, Sr. Management and Secretariat of Environment and Sustainable Development, Provincial Ministry of Sustainable, and Water Authority of the Province of Buenos Aires);
  • Excellent oral and written communication skills;
  • High level of understanding with word processing and spreadsheet programs;
  • Excellent negotiation and conflict resolution skills;
  • Ability to work independently, high attention to detail, understand construction critical path timelines, and the ability to manage multiple initiatives simultaneously;
  • Strong analytical and research skills;
  • Experience with Federal and Province Environmental Regulations
