The Control Officer Director role will be responsible to drive the Oversight & Controls agenda and continued evolution of the RCSA framework in support of the CCB Operations' Regulatory Operations & Oversight function.  This business includes a number of complex operations with significant regulatory impacts, such as Credit Bureau, Tax and SCRA.     The business is also responsible for regulatory oversight of programs such as (but not limited to) Sworn Docs and Collections Litigation, Non-English Language, UDAAP, Bankruptcy, and ADA,
This position will require a unique leader with the ability to be an insightful risk manager able to identify and solve tactical control issues in partnership with the business, while helping the Operations executive to ensure transparency and accountability for controls-related outcomes.   This is a fast-paced and demanding role, which will required both strategic thinking and disciplined tactical execution.  This role serves as a critical member of the leadership team, and will have broad based impact at the CCB Operations, CCB and Firmwide levels across the regulatory programs.
This role will be accountable for driving ongoing control improvements and strengthening the existing control framework across the business function to maintain framework policies and standards; provide oversight on compliance with Chase ORM policy; and provide collaboration with the business units to implement and maintain required control management practices. This person will be responsible for participating in the design and execution activities of the Risk & Control Self Assessment (RCSA) process in accordance with CCB control standards to include process mapping, Risk Control Change Documentation (RCCD), Inherent and Residual Risk Reviews, execution of specialized and routine controls testing activities, and driving on-time closures of Issues, Action Plans and Risk Acceptances. Other responsibilities include interfacing with the various control and support functions, participating in audit, compliance and regulatory exam preparation and response activities, business reviews, and other critical control actions.
Key Responsibilities of the Role:
  • Provide management and oversight of control activities for CCB Operations Regulatory Operations & Oversight business function
  • Serve as the Controls lead for Consent Order, MRA and Audit/Compliance engagements to ensure key deliverables are met, and commitments are incorporated in a sustainable manner
  • Partner effectively with business and functional colleagues within Ops Infrastructure to guide consistent and rigorous JPM operational risk management practices, including: risk committees, risk & control self assessments (RCSAs), risk acceptances, risk event analysis, operational risk / loss management reporting, and related action plans
  • Advise business of risks and serve as a proactive, independent advisor to the assigned business units, identifying business risk issues and recommending solutions and provide business process and control challenges, when needed
  • Partner with both business and controls leadership in driving open discussion of issues and control gaps
  • Execute the ORM framework in support of CCB Operations
  • Maintain strong and collaborative working relationship with Audit, Compliance, Legal, IT Risk Management, Business Technology Controls, Credit Bureau Center of Excellence, Process Center of Excellence and Remediation & Correction Oversight teams
  • Generate and/or publish recurring risk reporting (i.e. scorecards, action plan updates) and provide appropriate communication/updates to business leaders
  • Ensure bank regulatory requirements are communicated and met by partnering with compliance
  • Coordinate internal and external audit examination activities for impacted business units
  • 10+  years of experience in/knowledge of more than one of the following areas:  Controls, Audit, Legal/Compliance, or Operational Risk
  • Direct experience supporting Consent Order or Regulatory engagements preferable
  • Excellent written and oral communication skills with the ability to present information in differing degrees of detail and form depending on the audience
  • Strong organizational and prioritization skills
  • Ability to multi-task and deliver to a tight deadline
  • Self-starter who enjoys working in a fast-paced and demanding environment
  • Experienced and proven ability to gather/analyze complex data, develop accurate conclusions and provide recommendations with sufficient comprehension of the business to understand risk implications
  • Strong interpersonal skills and ability to work with people at all levels across all functions
  • Ability to work in a highly collaborative and matrixed environment to build consensus
  • Proven ability to build strong partnerships with colleagues, desire to learn quickly, be flexible and think strategically
  • Ability to work with internal groups including legal, compliance, audit, finance, accounting, credit and operational risk to ensure consistent understanding of requirements
  • Experience in business process analysis, documenting gaps and process standardizations
  • Experience identifying strategic improvements and delivering measurable change
