The Corporate Compliance AML Client List Screening technology team part of CT supports regulatory and compliance requirements of the Compliance line of business with applications that monitor and report on suspected anti-money laundering activities via screening activities of individuals and companies.  Existing applications continue to be re-tooled and expanded to include global capabilities.  We partner with our clients on evolving business capabilities, improving end user experience with our solutions and services, and ensuring that we continue to provide continuous improvement on the systems that are relied upon across the firm.
 
The AML CLS team is seeking a strong Application Development Lead to plan, coordinate, and supervise all activities related to the design, development, implementation and support of applications within / affecting the Client List Screening Technology portfolio.  These applications may involve diverse development platforms, software, hardware, technologies and tools. The role will have a heavy emphasis on overseeing application development efforts including managing, oversight, instructing, directing and reviewing the work of development team on delivering solutions end to end.
 
RESPONSIBILITIES
  • Responsible for overall application development efforts within the Client List Screening portfolio in the region.  This includes managing, oversight, instructing, directing, and reviewing the work of development team on delivering solutions with the portfolio (E2E)
  • Manage the development, deployment of new applications, systems software, and/or enhancements, upgrades to existing applications throughout the Client list screening portfolio.
  • Ensure systems design, business requirements, development and architecture of solution is well understood by involved parties and responsible for overall delivery of software products.
  • Review and analyze all applications in portfolio for effectiveness and efficiency, and then develop strategies for improving or leveraging these systems.  This will also support re-tooling and strategic development efforts.
  • Maintain all applications within portfolio.  Create production support manuals as necessary.
  • Manage team develop code that promotes reusability, maintainability and good, scalable performance.  Promote and deploy code using standard release management tools; must be comfortable with techniques that leverage team-based development.
  • Support application development through code reviews, system testing and user acceptance testing, bridging gap between business rules and technical implementation when necessary.
  • Communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis
  • Formulate and evaluate solution proposals in order to identify potential problem areas, and make the appropriate recommendations.
  • Assimilate and understand the application architecture and develop components that properly integrate with it.
  • Identify and work with key stake holders (Compliance, Operations), other business units, and other IT groups to coordinate and facilitate meeting goals while managing relationships with each.
  • Drive adherence to project processes, procedures, methods, and standards for project delivery and leverage across development tools
  • Cultivate, disseminate, and enforce functional policies, procedures, and quality assurance best practices.
  • Provide input on performance management and personnel decisions. Contributes to budget and forecast activities, monitors team progress, and works with team to adjust resource allocations and priorities accordingly.

 KNOWLEDGE & EXPERIENCE:

  • 12+ years direct experience in diverse development platform, software development and programming design and systems management, hardware, technologies and tools.
  • Proven experience in overseeing the direction, development, and implementation of software solutions
  • Ability to learn and get accustomed with the inner workings of vendor products / applications in the portfolio applications a must
  • Direct, hands-on experience with automated software and system management tools.
  • Strong knowledge of system and software quality assurance best practices and methodologies.
  • Experience with Java, ExtJS, JSON, Javascript, AJAX, Open Source frameworks, Tomcat, Spring & Hibernate, Multi-threading, Linux, Control-M, JMS, MQ, SOAP, Autosys, Shell Scripts, Windows Scripting, Oracle, SQL Server, Unix Shell Scripting and working knowledge of unix operating system
  • Technically fluent in programming languages, including Java, Python, Perl, C, C++, .NET, etc.
  • Knowledge of database design / concepts and file management techniques.
  • Excellent understanding of the organization’s goals and objectives.
  • Knowledge of applicable data privacy practices and laws.
  • Occasional evening and weekend work to meet deadlines.
  • Thorough understanding of software development methodology and project deliverables documentation
  • Able to lead customer design meetings with senior management and end users
  • Past experience with Agile development a plus
  • Strong communication skills and ability to independently lead and manage projects
  • Ability to work closely in partnership with the business, technology and project management partners applying communication skills, problem-solving skills, and knowledge of best practices 
DESIRED SKILLS:
  • Must have 12+ years of experience running technical projects with an AML objective.
  • Prior experience in the financial industry with AML Sanctions Screening Surveillance will allow the prospective candidate to hit the ground running.
  • Experience with Bridger or Sanctions Name Screening Products
  • Must have experience in participating in the management of multiple concurrent initiatives across multiple teams, dozens of resources, and/or $10MM yearly delivery budget while relying on extensive experience and judgment to plan and accomplish goals.
  • Candidate needs to be highly client focused, highly motivated, and hard working. Ability to effectively work with a wide range of business units and technology
  • Must have strong problem solving and analytical skills with a proven ability to multi-task and successfully execute complex technical problems.
  • Must be able to work in environment with challenging deadlines and across a large organization.
  • Effective problem resolution skills - ability to analyze, resolve and / or escalate
  • Experienced in conflict management - can negotiate and / or drive desired business outcomes
  • Demonstrated ability to develop strong client relationships and work effectively with colleagues at various levels of the organization across multiple locations
  • Experience in all phases of systems development/project life cycle; strong capabilities in managing the creation of high quality project deliverables
  • Detail-oriented coupled with the ability to show initiative, good judgment, and resourcefulness
  • Must possess the ability to work and research/resolve issues independently
  • Bachelor's degree in a technical or analytical field preferred
  • Strong organizational skills; ability to multi-task and prioritize; strong attention to detail; ability to work in a dynamic environment
  • Ability to drive progress with very-little guidance and short turnaround times
  • A certain degree of creativity and latitude is required.
