Agency Collateral Management – Product Management and Oversight Function, (Luxembourg)
The Agency Collateral Management organization resides within the Trading Services business of Investor Services providing a scalable, end-to-end suite of collateral services across transaction types and asset classes. Key services include Tri-party collateral management for securities financing transactions and derivatives collateral management for buy side clients.
Business Overview & Role Description:
The Product Management and Oversight function will be established in Luxembourg providing Product Management leadership and oversight of the global operating model. The Product and Oversight function will act as the LE representative in business and product development initiatives, provide input and direction to Collateral Management business and operations, on the LE and local market specific requirements or considerations where necessary.
Key Responsibilities of the Collateral Management Lead: 
  • Develop, implement and maintain a robust oversight and governance model for the LE, in line with regulatory requirements, including;
1. Monitor performance against Key Performance and Key Risk Indicators, Legal entity and client expectations
2. Establishing the appropriate channels for escalation of service delivery issues, including but not limited to business control forums and committees, Location oversight Risk and control Committee & Legal Entity Boards
3. The LE oversight function will be the escalation point for Collateral Management business and operations. They will also act as the escalation point for the LE management and boards on affiliate service delivery issues or concerns
  • Represent the Legal Entity and local market requirements to the Collateral Management business and operations functions as required
  • Represent Collateral Management at regional business control and risk forums in partnership with the Risk & Control, GFCC and Compliance teams, directed by the Global Business Operations Executive
  • Engage with industry/regulator on changes/proposed changes to legislation/regulation that impact the Collateral Management product. Assess impacts and ensure appropriate steps are taken to ensure compliance
  • Provide input to client due diligence requests for information on the Collateral Management outsourced footprint and governance model. Present to clients on the footprint and oversight model as required for due diligence purposes
  • Represent the Collateral Management outsourced footprint and governance model to regulators and provide input to regulatory queries and visits as required
  • Work closely with Client Service, Risk, Finance, and other stakeholders to understand product differentiators and asses product requirements to identify gaps, opportunities, and  influence business Investment Initiatives
  • The individual will be required to understand relationship priorities of key clients, as they relate to Collateral Management, as well as influence and engage in initiatives that drive product efficiencies, improve product controls, and support the product strategy
  • The individual will be responsible for developing subject matter expertise, and will represent the product management group at internal and external client meetings
  • Represent the LE in specific business projects and initiatives as driven by changes in market standards
Qualifications / Experience
  • Degree level qualification with previous relevant experience in product management, product oversight or product development with proven problem solving experience is preferred
  • Knowledge of Collateral Management a clear advantage
  • Experience dealing with regulators
  • Excellent organizational, planning, problem solving, time management and analytical skills are required
  • Attention to detail
  • Sponsor and actively promote local employees’ while instilling the firm’s values
  • Outstanding interpersonal/communication skills including the ability to negotiate with external clients and internal banking partners
  • Ability to multi-task within a dynamic environment to meet deadlines and exceed expectations.
  • Self-starter with a strong work ethic and desire to learn
  • Fluent in English and another European language would be an advantage
Your Background:
The ideal candidate will have substantial experience in the Collateral Management and familiarity with current and proposed rules and regulations, as well as a demonstrated track record of success in leading complex, multi-jurisdictional programmes of work.
This role encompasses the performance of regulated activity. The successful candidate will therefore be subject to meeting regulatory requirements in the assessment of fitness, propriety, knowledge and competence (as assessed by the Firm) and (where appropriate) approval by the relevant regulatory authorities to carry out such activities.
